Aartplace was engaged by PCRE and GableCraft Homes to develop a Public Art Master Plan (PAMP) to guide the integration of Public Art in Latoria South – a 158-acre (64-hectare) sub-area of Royal Bay, in Colwood, BC. Working collaboratively with the development team and the project design team, Aartplace developed a comprehensive Public Art Master Plan, which was presented and submitted to the City of Colwood in November 2021, together with the Parks Plan – developed by Urban Systems in collaboration with LADR.

The Public Art Master Plan (PAMP) for Latoria South presents an analysis of the history and context of the project as it relates to arts, culture and the public realm. It also advocates for best practices in public art processes, provides a framework of opportunities, and proposes principles to guide the approach to public art in the area. The PAMP is aligned and consistent with, the vision, goals and planning framework for the City of Colwood, Royal Bay and more specifically, Latoria South.

The plan also identifies potential financial resources and partnerships, and encourages further dialogue with the City to define the funding details for the public art opportunities to be developed.
